Step-by-step- Heat 1 tbsp olive oil in a skillet over medium heat. Add chopped onion and cook until softened, about 5 minutes. Add minced garlic and cook for another minute until fragrant.
- Stir in the rinsed black beans, mashing about half of them with a fork or potato masher. Add ground cumin, chili powder, salt, and pepper. Cook for 5-7 minutes, stirring occasionally, until the mixture thickens slightly. Remove from heat and stir in the shredded cheese and fresh cilantro.
- Warm the corn tortillas to make them pliable. You can do this by wrapping them in a damp paper towel and microwaving for 30-60 seconds, or by quickly heating them in a dry skillet for 10-15 seconds per side.
- Place about 1-2 tablespoons of the black bean filling in a line across the center of each warm tortilla. Roll each tortilla tightly from one end to the other, securing with a toothpick if needed.
- Heat about 2-3 cups of vegetable oil in a large, heavy-bottomed skillet or Dutch oven over medium-high heat until it reaches 350°F (175°C).
- Carefully place 3-4 taquitos seam-side down into the hot oil (do not overcrowd the pan). Fry for 2-4 minutes, turning occasionally, until golden brown and crispy.
- Remove the taquitos with tongs and place them on a wire rack lined with paper towels to drain excess oil. Repeat with the remaining taquitos.
