Step-by-step- Combine the rinsed rice, whole milk, and cinnamon stick in a large saucepan over medium heat.
- Bring the mixture to a gentle boil, then immediately reduce the heat to low, stirring occasionally to prevent sticking.
- Simmer for 20-25 minutes, or until the rice is tender and has absorbed most of the milk, stirring more frequently towards the end.
- Stir in the evaporated milk (if using), sweetened condensed milk, vanilla extract, and a pinch of salt. If using raisins, add them now.
- Continue to simmer for another 10-15 minutes, stirring constantly, until the pudding thickens to your desired consistency. Remember it will thicken further as it cools.
- Remove from heat and discard the cinnamon stick. Pour the Arroz con Leche into individual serving bowls or a larger dish.
- Serve warm or chilled, garnished with a sprinkle of ground cinnamon.
