  1. Combine the rinsed rice, whole milk, and cinnamon stick in a large saucepan over medium heat.
  2. Bring the mixture to a gentle boil, then immediately reduce the heat to low, stirring occasionally to prevent sticking.
  3. Simmer for 20-25 minutes, or until the rice is tender and has absorbed most of the milk, stirring more frequently towards the end.
  4. Stir in the evaporated milk (if using), sweetened condensed milk, vanilla extract, and a pinch of salt. If using raisins, add them now.
  5. Continue to simmer for another 10-15 minutes, stirring constantly, until the pudding thickens to your desired consistency. Remember it will thicken further as it cools.
  6. Remove from heat and discard the cinnamon stick. Pour the Arroz con Leche into individual serving bowls or a larger dish.
