Step-by-step- Boil the diced potatoes and carrots in separate pots of lightly salted water until tender but still firm (al dente), about 10-15 minutes. Drain well and spread them on a baking sheet to cool completely.
- Blanch the frozen green peas in boiling water for 2-3 minutes, then drain and immediately plunge into ice water to stop cooking and preserve their vibrant color. Drain again thoroughly and let cool.
- In a large mixing bowl, combine the cooled potatoes, carrots, and peas.
- Add the mayonnaise, diced gherkins, chopped capers (if using), fresh lemon juice, and Dijon mustard (if using) to the vegetables.
- Gently mix all ingredients until well combined, being careful not to mash the vegetables too much.
- Season generously with salt and freshly ground black pepper to taste. Adjust seasoning as needed.
- Cover the bowl and refrigerate for at least 1-2 hours, or preferably overnight, to allow the flavors to meld and deepen.
- Serve chilled, garnished with sliced hard-boiled egg and fresh chopped parsley if desired.
