  1. In a large pot or Dutch oven, melt butter or heat olive oil over medium heat. Add chopped onion and celery, cooking until softened, about 5-7 minutes.
  2. Stir in minced garlic, dried thyme, and smoked paprika. Cook for another minute until fragrant.
  3. Pour in the vegetable broth and add the diced potatoes. Bring to a boil, then reduce heat to a simmer. Cook for 10-12 minutes, or until potatoes are tender.
  4. Add the corn kernels, milk, and heavy cream (if using) to the pot. Simmer for 5-7 minutes, allowing the flavors to meld and the chowder to heat through.
  5. Using an immersion blender, carefully blend about 1/3 of the chowder directly in the pot until slightly thickened, or carefully transfer a portion to a regular blender and blend until smooth, then return to the pot. This creates a creamier texture while leaving plenty of chunks.
  6. Season the chowder generously with salt and pepper to taste. Ladle into bowls and garnish with fresh chives or parsley before serving.
